ah and re-reading your comment I can see why you thought that the "all locations" only lists integral timezones - though it actually lists them all (just lists them under the nearest integer, and then shows the additional minute offset)... Have made Task 146 for this

You're right - there aren't enough locations and they aren't really very self consistent. (it's basically the list of timezones from the tzdata database with some custom additions). Ideally we need to add all the world's cities (above some arbitrary cutoff size) - unfortunately that's a non-trivial job. But it is planned for... at some point - see Task 140

In my case, I arrived from an integral timezone, but wanted to add India to my event.
Adding "San Francisco" and "Sydney" was easy enough; start typing, a suggestsions popup completes the name, click and it's added.
But "Hyderabad" didn't find anything; nor did "Delhi" - although I see now that "New Delhi" does find something.
So, I assumed you didn't have Indian cities listed (which turns out to be wrong - it's just that the suggestions are a tad too conservative) and clicked "Browse all our locations". The "All locations" list only includes integral timezones.
Apparently "All our locations" actually means "Some of our locations"..

Previous version:
Not all timezones are integral +/- hours. Eg - India is UTC+5:30, Central Australian time is URC+9:30.
Please add support for these timezones.
Seriously. 1/5th of the planet can't use your site because you don't support UTC+5:30. What were you thinking?

Yes, we're aware of these non-integral time zones (there is even Riyadh, which is some 7 minutes different!) - and we do support them:
There is one case where we haven't yet found a way of dealing with them - when we make a "guess" at your timezone based on your system clock. Maybe we could be doing a better job at that, I agree.
But just to clarify - we really do support these timezones.
I'm going to modify the Description to see if I can capture what I think was happening - do comment back if I got it wrong!
