Deployment to PRODUCTION (e40f880)
I deployed the latest. It includes:

* fixed tests, except when running from command line (need to sort out) (Tim Diggins)
* fixed tagging test (removed out of date label text comparison) (Tim Diggins)
* added webrat config and made a test to fix the editing description without posting (Tim Diggins)
* adding (commented) webrat stuff (Tim Diggins)
* adding (breaking) pdf posting tests (Tim Diggins)
* getting ready to allow for upload testing (Tim Diggins)
* adding a useful doc (Tim Diggins)
* change branch (Michael Hale)
* deploy from republic branch (Michael Hale)
