there might be a tie-in to the efficiency rating also; keep that in the back of your mind.

this has to do with Troops vs. Heavy Tanks. though each start out at a strength of 10, they do not have equal relative strength. the specifications might be of use here: http://weewar.com/specifications
i need to find out how to determine relative strength.
