I've never done anything with tumblr
I'm more of wordpress guy
but I guess it doesn't matter how we do this

we should build this in different steps

1. first we only have a collection of twitclipart
twitter users have to copy paste them
also @twitclipart

at the end of each twitclipart should be the hashtag and maybe the @author

2. we have a copy button which copies it to the clipboard
make an iphone friendly version

3. we've tagged them rightaway from the start, but we enable search now
#landscape #text #animal #abstract #pattern ...

4. people can submit them @twitclipart
or on the website (via contact form?)
we design an editor with all the possible characters (there're a lot)
and show the designs rightaway how they would look like on twitter.com and the most common twitter aps

5. people can vote for the twitcliparts

6. we track how often they show up on twitter (counter)

7. we show a feed with all the tweets containing #twitclipart

8. open it up as a library for 3rd party twitter aps

9. the person who's the first one to make an animated twitclipart kills it
